Civil tender and award activity slows in November 2025

South Africa’s civil construction sector softened in November 2025, with estimated tender values down 24 percent y-y, as activity levels weakened across most of the provinces, except for Limpopo, Northern and Western Cape. The value of awards were also lower, despite a three-fold increase in the Free State and robust increases in North West and Western Cape. Western Cape recorded the highest value of project awards for the month, and also recorded the highest estimated values based on tenders issued during the same month, exceeding R1bn, focused mainly within the roads market segment.
