Ambition Confronts Fiscal and Institutional Reality

SONA 2026 reflects a clear recognition that South Africa’s infrastructure crisis — particularly in water, logistics and municipal service delivery — has become economically binding. While the President positioned infrastructure at the centre of recovery efforts, fiscal constraints remain significant. The 2025 Budget provides less than 1% real growth in infrastructure allocations on average, with meaningful expansion concentrated mainly in energy and transmission. Municipal underspending, declining real transfers, weak revenue collection and rising SOE debt continue to constrain delivery capacity. Although government has committed over R1 trillion to infrastructure over three years and set a new R2 trillion investment target, past experience shows that pledges do not automatically translate into bankable or executed projects.

Reform measures — including specialised courts for tender disputes, SOE restructuring, expanded private sector participation in rail and ports, and the proposed overhaul of the SETA system — signal a shift toward improving implementation rather than expanding fiscal space. However, structural risks remain. Maintenance backlogs, logistics bottlenecks, municipal governance weaknesses and persistent construction skills shortages could limit project execution, particularly in water and transmission infrastructure.
