Increased public sector expenditure on buildings, may mitigate the decline in private building construction, but this does not come without its challenges. 

Given the steep and broad base decline in private sector building approvals, that will have a dire impact on construction in the next 12 to 18 months, it has become increasingly important to monitor opportunities in terms of public sector or government funded building activity. Similar to the method used to monitor activity in the civil industry, by estimating the value of tenders that have been published, tender activity is now monitored in terms of building tenders that have been released by the public sector. Importantly, it also provides a provincial view, as in some provinces the public sector may be a more important client compared to the (officially recorded) private sector. This means solely relying on provincial building statistics released by Stats SA can be misleading.
