Provincial Government Budgets and Actual Expenditure on buildings and other fixed assets 2018/19 - 2023/24 (September 2023)

Combined provinces budgeted R40bn for payments towards capital assets for the 2023/24 financial period, of which R15.7bn (or 38 percent, slightly up from 37 percent same time last year) was spent by the end of the 2nd quarter (as at September 2023).Cumulative actual capital expenditure on "Buildings and other fixed structures" increased by 17 percent y-y (current prices) in the first two quarters of the 2023/24 financial year, to R12.3bn, with the strongest year on year increase (in rand terms) reported in Mpumalanga, Gauteng, North West Province and Kwazulu Natal. Expenditure in the Western Cape showed the strongest decline, down 17 percent y-y, or R307m to R1.5bn.  Provinces that significantly improved expenditure rates (against budgetary allocations) compared to the first half of the 2022/23 financial year include Northern Cape (having spent over 60 percent of its annual budget), North West, Limpopo and Mpumalanga. Western Cape is the only province that has shown a deterioration in expenditure rates compared to annual budgetary allocations having spent less than 30 percent of its annual budget by the end of September 2023.

The dataset includes information on conditional grant transfers for selected "construction related" departments (health infrastructure, EPWP, human settlement, informal settlement upgrade and provincial roads maintenance).
