Provincial Construction Pipeline Dashboard 2024Q1

The Provincial Construction Pipeline Model (PCPM) monitors building and civil construction performance at a provincial level, in terms of actual and projected construction activity. It includes estimates for private and public sector construction activity, based on project approvals, tenders and awards. The PCPM is updated quarterly with full in-depth reviews on a bi-annual basis. 

Based on key construction indicators released for the 1st Quarter of 2024, the annual change in the Construction Pipeline Model decelerated to a nominal increase of 3.3 percent by the end of March 2024, down from a 4.1 percent increase at the end of December 2023. Significant provincial variations are evident, with provinces such as KwaZulu-Natal, Mpumalanga, and the Free State experiencing above-average increases. Conversely, the pipeline in Gauteng, the Western Cape, and the North West Province has contracted over the past 12 months. Notably, the rate of decline in the Western Cape has slowed to -7.7 percent, while it has accelerated in Gauteng to -15.8 percent.

The investment outlook for 2024 remains favorable. Although a decline in private building is anticipated, it is offset by an increase in civil construction, which has shown a 13.8 percent year-on-year increase over the 12 months leading up to March 2024. Additionally, the value of public building tenders has risen by 50 percent, providing some mitigating support to the beleaguered building sector.
