Metro Construction Capital Expenditure Review 1st Quarter 2023/24 as at September 2023
Aggregated capital budgetary allocations for Metro’s were increased by 17 percent in 2023/24 to R36.2bn, with increased allocations to Cape Town (up 41 percent to R11bn – the highest allocation across all metros), eThekwini (up 33 percent to R8.1bn), City of JHB (up 18 percent to R7.6bn) and Nelson Mandela Bay (up 9 percent to R1.9bn). Metro’s that cut their capital allocations include Buffalo City (down 12 percent to R1.2bn), Ekurhuleni (down 13 percent to R2.7bn), Mangaung (down 12 percent to R1.1bn) and Tshwane (down 17 percent to R2.2bn). This also means half of the metro’s have reduced capital budgets for the current financial year.
Included in this review is also a look at capital expenditure in key focus areas (including housing, health, roads, energy sources, water management and wastewater management), the contribution of capital expenditure to total expenditure, and how metros compared in terms of internally generated funds as a source to finance capital expenditure.
