Capital Budgets and Actual Expenditure: Secondary Cities June 2023

Secondary cities accounted for 15 percent of total cumulative local government capital expenditure on housing, health, energy, roads and water in 2022/23, compared to 45 percent by metropolitan areas. In some provinces however, the contribution by secondary cities are higher, for example 43 percent in Mpumalanga and 39 percent in North West. It is therefore important to understand capital expenditure movement in these cities, particularly where there are no metropolitan areas in a province.

This dataset is a work in progress and mainly focuses on 2022/23, in terms of budgetary allocations and actual expenditure for secondary cities as released by National Treasury.
