Construction Pipeline Shrinks 18% as Public Sector Slowdown Weighs, but Western Cape Stands Out

Summary: The South African Construction Pipeline contracted by 18% year-on-year as at June 2025, reflecting a deepening post-election slowdown in public sector tender activity, which offset modest recovery in private sector building demand. While most provinces saw steep declines—KwaZulu-Natal down 37% and Limpopo down 45%, the Western Cape bucked the trend with an 8.7% increase, supported by both public and private building pipelines. Nationally, the slowdown was particularly severe in public sector building awards, while civil works showed temporary gains driven by SANRAL’s large projects, though tender releases have since weakened, raising concerns about sustaining this momentum.
