Pipeline Shrinks 18% as Public Sector Slowdown Weighs, but Western Cape Stands Out

The South African construction pipeline contracted by 18 percent year-on-year as at June 2025, reflecting a deepening post-election slowdown in public sector tender activity, which offset modest recovery in private sector building demand. While most provinces saw steep declines, KwaZulu-Natal down 37 percent y-y and Limpopo down 45 percent,  the Western Cape bucked the trend with an 8.7 percent increase, supported by both public and private building pipelines.
