R21.7bn Airport Programme advances as Waterfall City breaks ground and SANRAL resets R9.5bn maintenance procurement.
Large infrastructure projects and long-term investment plans dominated construction-related developments this week. Airports Company South Africa unveiled a R21.7 billion five-year investment programme covering major upgrades across six airports, while construction officially got underway on the R750 million Waterfall City Conference Centre and Hotel in Gauteng. Infrastructure South Africa also launched the third round of its project preparation programme, backed by R600 million to help national, provincial and local government move large infrastructure projects from planning to implementation.
The week also exposed some of the challenges facing infrastructure delivery. The Pretoria High Court set aside SANRAL’s R9.5 billion routine road maintenance tender, forcing the agency to abandon its contractor panel approach and return to open tendering. While the ruling could improve competition and transparency over the longer term, it is likely to delay the rollout of maintenance projects in the short term. More broadly, industry commentary continued to highlight that South Africa’s biggest infrastructure challenge is no longer simply a lack of funding or projects, but the ability to prepare, procure and deliver them efficiently.
Provincial developments painted a mixed picture. Gauteng recorded several positive private-sector investments, including the Waterfall City development and Mapei’s expanded manufacturing facility in Germiston. KwaZulu-Natal continued to advance several strategic infrastructure initiatives through the Presidential eThekwini Working Group and Dube TradePort, despite a sharp decline in construction confidence in Durban. Elsewhere, persistent failures in water, sanitation and municipal finances remained a recurring theme in parts of the Eastern Cape, Northern Cape and Free State, highlighting the widening gap between regions attracting new investment and those struggling to maintain essential infrastructure.
