Civil Tender Values Rebound in July but 2025 Totals Still Deep in the Red
In July 2025, South Africa’s civil tender market showed its first significant recovery in over a year, with estimated values surging 53 percent year-on-year to R8.2 billion after 14 months of steep declines. Mpumalanga led with R1.6 billion, up 147 percent, followed by strong gains in Gauteng, Northern Cape, and Western Cape. The rebound was driven by a rise in large-scale Grade 9 projects, alongside growth in Grade 8 and Grade 4 tenders. Despite this uptick, overall tender values for January–July 2025 were down 23 percent year-on-year to R41.9 billion, with severe drops in KwaZulu-Natal, Limpopo, Western Cape, and Mpumalanga. Project volumes also fell 26 percent over the seven months, with only the Northern Cape recording more tenders than in 2024.
Award values in July matched tender totals at R8.2 billion, boosted by nine Grade 9 awards, including a R2.7 billion road project in Mpumalanga and major water and road works in Gauteng and the Western Cape. Year-to-date, award values more than doubled to R75.6 billion, though project counts fell 10 percent. SANRAL remained the dominant client, accounting for 48 percent of award value. While large projects supported value growth, the sector still faces depressed activity levels, intense competition, squeezed margins, high cancellation rates in some provinces, and ongoing late payment challenges—particularly impacting smaller contractors.
