South Africa Maintains R1.1 Trillion Infrastructure Commitment Amid Lowered Growth Outlook

South Africa's Budget 3.0, announced on May 21, 2025, maintains infrastructure spending at R1.1 trillion over the next three years despite reduced economic growth forecasts. GDP growth projections have been lowered to 1.4% in 2025, with moderate increases expected thereafter. Fixed investment forecasts have similarly been revised downward. Treasury highlighted potential future adjustments to provincial allocations based on population growth and new regulations simplifying Public-Private Partnerships (PPP) set for June 2025. Additionally, reforms to infrastructure planning and financing mechanisms, including infrastructure bonds, are anticipated to boost project efficiency and funding sources.
