Public Sector Capital Expenditure on New Construction works 2014 - 2023

The public sector spent R124bn on New Construction Works in 2023, a nominal 5 percent increase, that translates to no change in real terms compared to 2022. Eskom and SANRAL remained the top two entities in terms of capital expenditure, with City of Cape Town taking third place, up from fourth place in 2022, taking the spot from the City of Johannesburg. SANRAL and City of Cape Town both showed a robust increase in expenditure, up by more than 30 percent, while Eskom trailed behind with a nominal 4 percent increase. Municipalities spent R49 bn (down 1.4 percent in real terms), with R15bn spent by Provincial Departments, of which the Western Cape Department of Transport took the lead with the highest expenditure amongst Provincial departments. The Kwazulu Natal Department of Transport cut expenditure to R.2.5bn from R3.7bn in 2022, but Gauteng Roads and Transport Department showed a strong comeback and spent over R1bn in 2023, the highest expenditure on new construction works since 2016.
