Public Sector Building Tender Values increase for the 2nd consecutive month, following dismal performance in the 2nd half of 2024

Following a dismal performance during the second half of 2024, tender values started showing a turnaround for the 2^nd consecutive month in January 2025, with an average 50 percent y-y increase over December and January. Tender values rose to just over R2bn in nominal terms, with tenders worth an estimated R500m released in Gauteng in January 2025.  Gauteng was one of the better performing provinces in 2024, with a 15 percent increase in public sector building tender values, to around R2.3bn and appears to be maintaining the current upward trajectory. This could offer some opportunities for the construction sector, given the sharp decline in private sector building demand in the province.  Tender values also showed a notable increase in the Western Cape during the month of January, to an estimated R470 million, following an overall 60 percent y-y increase during 2024. The public sector's contribution may be less than 20 percent at a national level, but plays a more prominent role in provinces like the Eastern Cape (36%), Limpopo (42%), and the North West (23%). It is therefore important to not only focus on private sector building activity across provinces, as potential opportunities could be missed.
