Public Building Tenders Rebound From a Low Base, but Award Values Reveal Ongoing Weakness Across Provinces
Public-sector building tenders showed a welcome recovery in October 2025, rising for the fourth consecutive month and lifting year-to-date values by 7 percent, although this improvement remains off a very low 2024 base. Tender volumes strengthened in the Eastern Cape and KwaZulu-Natal, supported by the rollout of 2025/26 budgets, but award activity continues to lag sharply, down 53 percent y-y, reflecting delays earlier in the year. Provincial performance remains uneven, with strong gains in the Western Cape and Mpumalanga but ongoing weakness in the Eastern Cape, Limpopo and Gauteng. While the recent uptick suggests a turning point in public-sector procurement, the outlook hinges on whether rising tender activity can translate into real project awards through 2026.
