Provincial Government: Projected and Actual Expenditure on Buildings and other Fixed Structures 2018/19 - 2024/25 (June 2024)

Capital expenditure by provinces on buildings and other fixed structures is projected to increase by 7.7 percent y-y (nominal) in the 2024/25 financial year to R32bn, following an actual expenditure of R27.6bn in 2023/24 (translating to an expenditure rate of 93 percent).  Actual expenditure increased by 9 percent in the previous financial year, despite the R2bn underspending. For the current financial year four provinces show a double digit increase in capital expenditure allocations, including Limpopo, Northern Cape, North West Province and Western Cape. Allocations for Free State and Mpumalanga were cut, with moderate increases projected Eastern Cape, Gauteng and Kwazulu Natal. Conditional grants are projected to increase by 1.5percent y-y, with grants cut towards the Informal Settlements Upgrading Partnership grant, and the Expanded Public Works Programmes. The Education Infrastructure Grant was increased by 7.7 percent and the Roads Maintenance Grant by 5.5 percent y-y. The Human Settlements Development Grant is cut by 0.8 percent to R13.7bn, with the double digit increase in Free State, offset by cuts in Kwazulu Natal, Limpopo, Mpumalanga and Northern Cape.

Actual capital expenditure on buildings and other fixed structures increased by 14.8 percent in the 1st quarter of the 2024/25 financial year (as at June 2024), with double digit growth also reported in expendtiure towards the Health Infrastructure Grant, Human Settlements Development Grant, and the Informal Settlement Upgrading Partnership Grant. Expenditure fell by 22 percent towards the Education Infrastructure Grant with a moderate 7.7 percent increase in the Provincial Roads Maintenance Grant. Only two provinces reported weaker expenditure levels in buildings and other fixed structures, compared to the same period in the 2024/24 financial year, including Kwazulu Natal and the Northern Cape.  All other provinces except for Mpumalanga where actual expenditure rose by a mere 2 percent, reported double digit increases in nominal terms.
