Provincial Government: Projected and Actual Expenditure on Buildings and other Fixed Structures 2018/19 - 2023/24 (March 2024)

Actual expenditure by provinces on buildings and other fixed structures increased by a nominal 2.1 percent y-y in the 1st quarter of 2024 (last quarter of the 2023/24 financial year) compared to the same period in 2023. According to Treasury provinces spent R27.6bn on buildings and other fixed structures (without providing a breakdown of these expenditures), an increase of 8.6 percent y-y compared to the 2022/23 financial period, and an average expenditure rate of 93 percent, leaving just over R2bn unspent. Kwazulu Natal was the worst performing province, with R1.3bn left unspent (with 81 percent of the its annual R7.2bn spent), with only a marginal 0.9 percent y-y increase. Mpumalanga increased expenditure by over R800m, making in the province with the strongest increase in 2023/24, outpacing Gauteng and Western Cape.  Cumulative expenditure on the Human Settlement Development Grant fell by 2 percent (or R274m), with a poor performance from Western Cape (down 12.1 percent y-y and and expenditure rate of 84 percent - the worst across all provinces), Gauteng and Eastern Cape also reported double digit declines in expenditure, with Northern Cape reported to have cut actual expenditure on Human Settlements by 23 percent y-y in 2023/24. In rand terms the Free State was the best performing province, where actual expendiutre rose R376m, or 153 percent y-y to R621m having spent 98 percent of its annual allocation.

Expenditure on the Informal Settlements Partnership Grant, that was allocated R4.1bn in 2023/24, was worse, with on average just 86 percent of the budget spent, with Western Cape at just 58 percent.  Expenditure increase by 2 percent y-y (nominal) in terms of the Education Infrastructure Grant,  with most provinces having spent close to or all of their respective annual budgets.  The Provincial Roads Maintenance Grant was certainly the star performer and recorded a 23 percent y-y increase in actual expenditure during 2023/24 (or R2.8bn) to R15bn.  All provinces, except for Eastern Cape, increased expenditure on roads, with the North West showing the strongest increase in rand terms of R742m (or 91 percent y-y).
