Provincial Government Budgets and Actual Expenditure on buildings and other fixed assets 2018/19 - 2023/24 (June 2023)

Combined provinces budgeted R40bn for payments towards capital assets for the 2023/24 financial period, of which R7.7bn (or 18.9 percent) was spent by the end of the 1^st quarter (as at June 2023). According to Treasury reports, six provinces are expecting an over expenditure (or R870m) while three are expecting to underspend by R215m. Capital expenditure on buildings and other fixed assets increased by 7.7 percent in current prices, to R31.8bn, with the Western Cape up 31 percent, Kwazulu Natal 10 percent, Eastern Cape 7 percent while Gauteng reported no change in their annual budget. Kwazulu Natal has the highest capital budget at R8.6bn towards buildings and other fixed assets. Actual cumulative expenditure in the 1st quarter increased by less than 4 percent (current prices) having spent around 19 percent of the annual budget. Provinces that increased spending compared to the same period in 2022/23 are Kwazulu Natal, Mpumalanga, Northern Cape, and North West Province.  The dataset includes information on conditional grant transfers for selected "construction related" departments (health infrastructure, EPWP, human settlement, informal settlement upgrade and provincial roads maintenance).
