Metro's Capital Expenditure vs Budgets 3rd Quarter 2022/23 (March 2023)
Capital expenditure by metropolitan areas for the 3rd quarter of 2022/23 increased by 18 percent y-y to R5bn, compared to the same quarter in the previous year.
Cumulative metropolitan capital expenditure failed to reach 50 percent of annual budgets by the 3rd quarter of the 2022/23 financial year (as at March 2023), although it was a moderate improvement compared to the same period in the 2021/22 when only 40 percent of capital budgets were spent by the 3rd quarter. Compared to the same period in the 2021/22 financial year, cumulative expenditure increased by 10.1 percent y-y (current prices). Actual expenditure rates (against capital budgets) compared to the same period last year, was worse in 62 percent of the metros, including Buffalo City, Ekurhuleni, eThekwini, Mangaung and Tshwane. City of Cape Town managed to improve their spending, having spent 61% of their annual budgets, compared to 46 percent this time last year, resulting in a 62.7 percent y-y increase. City of JHB showed a moderate improvement to 36 percent actual expenditure, up 10.5 percent, while Nelson Mandela Bay reportedly spent 81 percent of their annual capital budget. There has been some reporting issues related to Nelson Mandela Bay and numbers can therefore be distorted. City of Cape Town spent R4.5bn over the first three quarters, making it the metro with the highest actual capital expenditure. Following adjustments to annual budgets, City of Cape Town's capital budget was increased by 3.1 percent to R7.8bn, while the annual capital budget for the City of Jhb was adjusted lower by 17.6 percent from R7.7bn to R6.4bn.
This dataset includes capital expenditure for infrastructure related departments, such as housing, health, transport, water and energy, for all eight of the metropolitan areas from the 1st quarter of 2019/20 to the 3rd quarter 2022/23, and is updated quarterly.
