Metro's Actual Capital Expenditure vs Budgets 3rd Quarter 2025/26 (March 2026)

The third-quarter 2025/26 National Treasury Section 71 results show that South Africa's metropolitan municipalities continue to face significant challenges in translating capital budgets into infrastructure delivery. By the end of March 2026, the eight metros had spent a combined R18.4 billion, representing an average of just 39.4% of their adjusted capital budgets, despite three quarters of the financial year having elapsed. The data suggests that while substantial infrastructure funding remains available, project implementation continues to lag in many of the country's largest municipalities.

Cape Town remains the clear benchmark, leading both in total capital expenditure (R7.5 billion) and expenditure rate (55.3%), supported by a balanced funding model and strong investment across water, transport, housing and energy infrastructure. Tshwane and Ekurhuleni also delivered.....
