October 2024 Civil Tenders: Gauteng and Limpopo Lead the Pack, Despite National Decline

South Africa’s civil tender landscape has shown mixed results throughout 2024. While tender values have steadily increased over the past few months from R5.3 billion in July to R7.6 billion in October, it remains below 2023 levels. October saw a notable 8% monthly increase; however, values were still down 21.5% year-over-year, marking the fifth consecutive month of double digit declines, nationally, since the May 2024 elections. Despite these challenges, Gauteng and Limpopo outperformed the national trajectory, with Gauteng’s tender values rising to R1.3 billion (up 59% y/y) and Limpopo up 86% to exceed R1 billion. Conversely, other provinces like Western Cape, Eastern Cape, and KwaZulu-Natal experienced declines, with values down by 6%, 30%, and 40%, respectively.

In the first ten months of 2024, tender values across the country declined by double digit rates to an estimated R77 billion. KwaZulu-Natal led with R19 billion worth of projects out to tender, and Limpopo and Mpumalanga, saw tender values rise by 12% and 70%, representing 17% of the national total. Meanwhile, the Free State showed resilience, with awarded project values more than doubling to R5.2 billion.

In November 2024, the South African government introduced a series of infrastructure initiatives aimed at bolstering public and private collaboration and driving economic growth. These initiatives include Urban Revitalisation initiatives, Infrastructure Investment Trusts and further collaboration efforts to increase PPP's. This comprehensive approach, combining private sector investment with public projects, aims to mitigate current infrastructure challenges and stimulate economic growth across South Africa.
