Civil Tender Market Shows Signs of Recovery in May, But Pipeline Remains Under Pressure

In May 2025, South Africa’s civil tender values reached R7.3 billion—the highest in six months—yet remained 3.9 percent lower year-on-year. While provinces like the Eastern and Western Cape saw strong gains, others such as Gauteng, Free State, and Mpumalanga recorded sharp declines. Most high-value tenders were in the water sector, with limited road contracts issued.

Despite a 10.9 percent increase in the value of projects awarded in May, the overall civil tender market remains under pressure, with tender values down 34 percent year-on-year for the first five months of 2025. The shrinking pipeline, especially in roads and water infrastructure, poses risks to future sector activity.
