Estimated Civil Tender Values: February 2026

Civil tender values showed a mixed performance in the first two months of 2026, with a subdued January followed by a more robust rebound in February, as values surpassed R6bn, led by Limpopo. KwaZulu-Natal and Mpumalanga also recorded stronger activity, while the Western Cape posted a modest increase. Tender activity was primarily supported by project releases in the water sector, as road-related tenders remained relatively subdued.

By contrast, it was another weak month for awards, marking the fourth consecutive month of declines exceeding 40% year-on-year. Despite this, a few pockets of resilience emerged in February, notably in the Free State, where awards exceeded R1bn, as well as in Limpopo, the Northern Cape and the Western Cape.

Overall, award values declined by 2% year-on-year in the first two months of 2026, following an 18% contraction in 2025. This sustained weakness is expected to weigh on the civil construction pipeline over the next 12 to 18 months, with pronounced provincial divergence.
