Recovery signals strenghten, but tender failures and delivery constraints continue to undermine construction growth

South Africa’s construction sector showed further signs of recovery during the week, supported by a third consecutive quarter of growth in the Afrimat Construction Index, renewed government commitments to infrastructure investment, and continued momentum in green-economy projects. Government reiterated plans to facilitate approximately R1 trillion in public infrastructure investment over the next three years, while industry indicators suggest construction activity is gradually improving after several difficult years.

However, the week’s developments also highlighted the significant gap between infrastructure ambition and infrastructure delivery. Infrastructure South Africa warned that most advertised tenders are still being cancelled or not awarded, while construction mafia-related disruptions, delayed payments to contractors, and limited access to finance continue to constrain project execution. Skills shortages remain a growing concern, with industry leaders warning that the sector may lack sufficient experienced professionals to deliver the next wave of infrastructure projects.

The overall picture remains cautiously positive. Project opportunities are increasing and activity levels are improving, particularly in infrastructure and renewable energy, but persistent challenges around procurement, governance, funding, skills and project implementation continue to limit the pace at which investment commitments are translated into construction work on the ground. The industry’s outlook is therefore improving, but successful delivery remains the key determinant of whether the current recovery can be sustained.
