Weekly Construction Wrap 9 October 2026
South Africa’s construction sector continues to show a substantial infrastructure and investment pipeline, although progress remains uneven and the conversion of planned projects into actual construction activity is still a major concern.
Water infrastructure remains a key area of activity, with progress on the R53 billion Lesotho Highlands Water Project Phase II and additional funding for the Olifants bulk-water programme. SANRAL’s move towards individual road-maintenance tenders could also improve access to opportunities for contractors previously excluded from established panels, although procurement capacity and funding remain important constraints. Industrial investment offers encouraging opportunities, particularly in the Western Cape, where a potential R6.9 billion investment pipeline in Saldanha and Bosun’s proposed R300 million-plus manufacturing facility could support construction demand and local building-material production. However, these announcements are at different stages of development and should not all be treated as committed construction expenditure. The operating environment remains challenging. Delays in electricity transmission procurement, municipal water infrastructure failures, weaker manufacturing performance and shortages of structural steel continue to affect project delivery, costs and investor confidence. Overall, the medium-term outlook remains more encouraging than current construction conditions suggest. The critical issue is no longer simply the availability of projects, but the ability to secure funding, complete procurement and translate infrastructure commitments into sustainable construction activity.
