Western Cape plans for drought while Gauteng battles service delivery failures

South Africa's construction and infrastructure sector was dominated by water security, governance and delivery challenges this week. Cape Town's proposed R5 billion desalination project highlighted the growing need for large-scale infrastructure investment to address future water shortages, while ongoing water tanker controversies and service delivery concerns in Johannesburg reinforced the consequences of ageing infrastructure and maintenance backlogs. Together, these developments underscore a widening gap between municipalities that are planning for future infrastructure needs and those struggling to maintain existing assets.

Governance and procurement risks also remained in focus, with scrutiny around SANRAL tender processes and corruption allegations in Ekurhuleni highlighting the challenges facing public-sector project delivery. At the same time, positive developments emerged in the energy and industrial sectors, including further progress on the Richards Bay LNG project, Eskom's renewable energy ambitions and PPC's continued financial recovery and investment programme. While opportunities in water, energy, housing and industrial infrastructure remain significant, the week's developments suggest that project execution, institutional capacity and governance increasingly represent the key constraints to construction growth rather than a lack of investment opportunities.
