PULSE - Sona 2025

The 2025 State of the Nation Address (SONA), delivered by President Cyril Ramaphosa, presented ambitious infrastructure, housing, and local government reform plans, yet past failures raise doubts about their execution. While R940 billion has been pledged for infrastructure investment over the next three years (to be confirmed in the 2025 Budget), historical trends show that actual spending often falls short, with public sector infrastructure expenditure projected to decline in real terms according to estimates provided in the  2024 Budget. Water security has overtaken energy as a priority, but poor municipal management and failing infrastructure remain key obstacles, which the proposed National Water Resource Infrastructure Agency may struggle to resolve.

Housing plans promise better urban integration, yet government inefficiencies and delayed implementation remain challenges. While local government reforms and public-private partnerships (PPPs) aim to improve service delivery and investment, municipal failures, corruption, and financial mismanagement continue to undermine progress. Without stronger accountability, realistic budget allocations, and genuine political will, these plans risk becoming another cycle of unfulfilled promises rather than meaningful change for the construction sector and broader economy.
