SA Construction Pipeline Falters: Public Sector Slumps as Private Investment Shows Fragile Recovery

The February 2025 report highlights a sharp decline in South Africa’s public sector building tender values, which fell by 68.7% year-on-year in February 2025, after a brief recovery in December 2024 and January 2025. The total public sector tender values for the past 12 months dropped by 34%, with Limpopo, Eastern Cape, and KwaZulu-Natal having higher public sector participation. Meanwhile, private sector building approvals showed signs of recovery, with the Western Cape and KwaZulu-Natal outperforming other provinces.

Regionally, Gauteng and the Western Cape led in total tender values during the first two months of 2025. Most tenders issued were in the CIDB Grades 4–6 range, and the Eastern Cape led in the number of tenders, mainly in the education sector.

Nationally, the building pipeline remains weak, though improving economic fundamentals like lower interest rates and increased business confidence provide some optimism. However, policy uncertainty and political instability could hamper long-term investment.
