Provincial Government: Projected and Actual Expenditure on Buildings and other Fixed Structures 2018/19 - 2025/26 (March 2026)

South Africa's provincial infrastructure market showed further signs of recovery during the 2025/26 fiscal year, with expenditure on Buildings and Other Fixed Structures increasing by 13.5% to R33.9 billion and conditional grant expenditure rising to a record R59.0 billion. Strong growth in roads maintenance, education infrastructure and selected provincial programmes supported demand for construction materials, contractors and professional services.

The recovery, however, remains uneven. KwaZulu-Natal, Gauteng, Limpopo and the Northern Cape recorded the strongest growth, while provinces such as Mpumalanga and the Free State continued to face delivery and expenditure challenges. The findings suggest that opportunities in the construction sector are becoming increasingly province-specific, with market success dependent on identifying where budget allocations are being converted into real infrastructure projects.
