Executive Summary

South Africa’s construction industry entered 2026 with renewed optimism after an extended period of subdued activity. The Provincial Construction Pipeline increased during the first quarter, signalling that the industry may finally be moving beyond the difficult conditions that characterised much of 2024 and 2025. While the recovery is encouraging, it is also uneven. Growth is being driven primarily by civil engineering projects linked to transport, logistics, renewable energy and water infrastructure, while private building activity continues to face headwinds from softer commercial property conditions and slower municipal approvals.

Although the national pipeline has improved, the composition of the market has changed. Civil infrastructure has become the engine of growth, supported by major public investment programmes and private-sector energy developments. By contrast, private building remains under pressure, particularly in office and commercial property. Residential activity has shown greater resilience in selected regions, especially in the Western Cape, but overall building activity remains below historical norms.

Provincial performance continues to diverge. The Northern Cape has emerged as one of South Africa’s fastest-growing construction markets, supported by renewable energy, mining and industrial investment. KwaZulu-Natal and the Eastern Cape are benefiting from logistics, ports and transport infrastructure, while Gauteng remains the country's largest market despite a weakening pipeline. These differences illustrate that construction growth is increasingly being driven by region-specific investment opportunities rather than broad-based economic expansion.

Looking ahead, the industry's success will depend on implementation rather than announcements. South Africa has no shortage of infrastructure plans, but sustained growth will require projects to move efficiently through procurement and into construction.
