Metro's Capital Expenditure vs Budgets 3rd Quarter 2024/25 (March 2025)

Note: Due to significant inconsistencies reported by City of Tshwane for the 3rd quarter of the 2024/25 financial year ending March 2025, cumulative data that shows performance by metros in capital expenditure is unreliable. City of Tshwane reported that R69bn was spent on capital expenditure, that is expected will result in another adjustment in the Q4 data. For this reason capital expenditure by Tshwane was omitted from the Q3 report.

On average metros spent 44 percent (or R15bn) of the R34bn annual capital budget by end of Q3 (excluding Tshwane). Cape Town spent 51.8 percent, or R5.9bn during the first three quarters of 2024/25, the best performing metro, despite showing a slow pace of expenditure. Actual expenditure rose 13.8 percent y-y in nominal terms (or R2.4bn) compared to the same period in the 2023/24 financial year, but spent less than 40 percent of its annual capital budget on health and road transport.  In Gauteng, Ekurhuleni was the best performing metro and spent 46.3 percent (or R1.3bn) of its R2.9bn budget, that is a 6.6 percent y-y nominal increase in actual expenditure. However the metro spent less than 20 percent of its annual road transport capital budget, with actual expenditure down 32 percent y-y.  Payments by local governments in Gauteng has steadily decreased, with 74.3 percent of payments due to creditors still outstanding after 90 days. Although this is below the national average of 84.9 percent, late payments are showing a concerning increase in the province.   Compared to March 2024, payments outstanding after 90 days rose 71 percent in Gauteng to R22bn.  On average, over R111bn remained outstanding by March 2025 after 90 days, across all local governments, a 33 percent y-y increase. eThekwini, Mangaung and Nelson Mandela Bay spent less than 40 percent of annual budgets by the end of Q3.

This dataset provides current and historical details on metropolitan budgets and actual expenditure of total capital expenditure, including expenditure on key selected "construction related" items, such as housing, education, health, road, energy and water infrastructure.
