Estimated Civil Tender Values: February 2025

Despite positive signs for the construction industry — including a R1 trillion infrastructure expenditure plan over the next three years, a reported industry rebound (according to the Afrimat Construction Index), the awarding of several multi-billion rand SANRAL projects at the start of the year, and a gradual recovery in private sector building investment — tender activity in the civil construction sector is still struggling to recover following the May 2024 elections.

In the first two months of 2025, tender activity dropped by 20% compared to the same period in 2024, with only a few provinces showing growth. The estimated value of civil projects out to tender also continued to decline into February 2025, again with only a few provincial exceptions.

If the current trend continues, there are early warning signs of a possible slowdown in civil construction activity during the 2024/25 financial year.

Looking ahead, the start of the 2025/26 financial year may bring some relief. The proposed 2025 Budget, tabled in March 2025, included increased infrastructure spending allocations that could support renewed activity, especially at the provincial and local government levels. However, ongoing issues such as underspending and delayed payments may prevent the sector from realizing the full impact of this funding boost.
